Apparently seen by BBC Sport, the FIA list of do's and don'ts
What they can’t say:

Sector time detail of a competitor or where he is faster or slower

Clutch maps and settings, including for the start

Information on tyre pressures

Balancing the state of battery charge or adjusting it for performance

Brake balance or brake-by-wire

Anything that sounds like a coded message

Adjustment of power-unit or gearbox settings

Information on fuel flow or fuel saving

Answering a driver's direct question

What they can say:

Their own lap or sector time detail

Telling them to push hard, or who they are racing

A competitor's lap time

Warning of a puncture

Gaps to a rival

Tyre choice at the next pit stop

The number of laps a rival has done on a set of tyres in a race, and the type of tyre he is on

Information about a problem with a competitor's car

The safety car

Driving offences by a rival

Front wing settings at the next pit stop

Track condition or weather

Information on damage to the car or need to retire

Track condition or weather

Number of laps remaining and team order

This is going to get so confusing for everyone except lawyers. Kimi should be fine though

At the very least this is going to be quite interesting for a race or two. Massa's fecked. And we get to see who can manage their workload better.

At least there will be no more "Scrunger to T4 after 3"

What this means is more stuff needs to be worked out in advance in the garage, and the computer systems in the car will become more sophisticated. It's not difficult for the computer to work out the fuel requirement and display to the driver whether he's ahead or behind the target, for example. But does that count as a driver aid? What about shift lights - that's definitely aiding the driver in driving the car, which taken literally would be against the rule.

One of the F1 moans is that with all the technology it's less about who's the fastest or best racer, and too much about who can work the systems the best. This is going to make the moaners moan more.

I won't miss that. First time it was kind of amusing. But as they kept using it it felt like they were trying to force a catch phrase.

telling a driver to "push" is ok. telling a driver to brake 10m later into turn 3, with the rear diff 2 clicks tighter and the brake balance one notch forward is not.

General info is ok:

Their own lap or sector time detail
A competitor's lap time
Gaps to a rival
Telling them to push hard, or who they are racing
Warning of a puncture
Tyre choice at the next pit stop
The number of laps a rival has done on a set of tyres in a race, and the type of tyre he is on
Information about a problem with a competitor's car
The safety car
Driving offences by a rival
Front wing settings at the next pit stop
Track condition or weather
Team orders
Information on damage to the car or need to retire
Number of laps remaining

There is going to be an awful lot of post race complaints/arguments when these infringements will get debated. So what will be the penalties? These It will surely have to be financial as dropping finishing positions would be a farce.
