Porting the wastegate is not about getting more power, it's about getting rid of the boost creep. Althought by getting rid of the boost creep, you can up the boost safely.
I have this kit with a 70mm TP, and 70mm exhaust and I get boost creep really bad. (working on it though) Porting the gate is going to allow more air to bypass the turbine and virtually git rid of the creep.

It doesn't sound like he wants to simply bolt on the kit and run stock exhaust, stock cat etc. He's gunning for 300whp which will require an upgraded exhaust (3"), and cat. In that case porting the wastegate is wise as creep will be an issue.
