I'm pretty sure it's after and I was told it's much easier to take the motor mount off then snstall the turbo and then put the mount back on. I still have to do this though..

A Jack with a board on top under the pan should work just fine.

loosen that engine mount, put block of wood under oil pan, jack up slowly. Then realize how easy it is.

I did and its fine, just jack it slowly with a 2x4 under the oil pan. Loosen the nut to the top of the motor mount and just jack up until you have the clearance you need.

Thanks for the help guys. I started to notch the frame rail for clearance and found that there is a seam inside that is in the middle of the frame rail. So no I sorta have a hole until i can get something in there to shave that piece down. I am just stepping away for a lil while.
