My first winter was without HT and there were occasions that I'd put the top down. As already said, the owner's manual indicates when NOT to manipulate that top. "Freezing" temps to me means when water freezes and we all know that is 0*C or 32*F. However, this temp can change depending upon wind, humidity and the amount of direct sunshine present.
Folding any thick plastic in the cold has it's risks, so you have to decide when your plastic window has heated up enough to take that risk. Don't be so concerned about what the temp is as given on the radio or TV or on the net. These are usually taken at the airport in the shade. If you're driving around in "reported" sub-freezing temps but you can feel the sun's warmth inside the car and you've been out in it for a while, you can be fairly sure that the plastic also gets this same warmth. You must then be the one to decide if it's suitable to move that top. This also goes for putting the top back up. If you've driving around and the sun disappears and it suddenly gets really cold, you might want to think twice before raising that thing. Plastic doesn't care or know the difference between "folding" or "unfolding".
ps. I never have to make that decision anymore as the HT goes on as soon as winter shows its ugly face.

i picked up my car in January, it was 34 degF. raised and lowered my top twice that day. Now that i've read my manual i realize it's better not try to operate it in near freezing temps. Still they fog up and get hard to see out of, so if it's not raining or snowing, i would open it after the heat from inside has made it somewhat warm.
lower the top during the day and keep it in the garage? covered, of course.
we're usually above freezing during the day for most of the year.
