check engine light=slower car?

it was actually reset using a scanner it turned off for about 30 seconds then came on again with the same code even tho the problem was fixed

If you cleared/erased the DTC with a scanner and the ECU immediately (30 sec) issued another instance of the same DTC, I would double check all the work. Perhaps the new O2 sensor was damaged during installation.

EDIT:I suppose the O2 sensor wire could be damaged somewhere else in the car.

EDIT:I was looking in the Helms, and it say's the resistance on the O2 sensor side of the harness should have been measured and continuity checked before the O2 sensor was replaced. If those two things have not been done it may be a good place to start. Next they say to check for battery voltage at the O2 sensor side of the harness. If thats good then they say check continuity at the ECU end of the harness. Finally if it is not a short or damaged wire they say to susbstitute a known good ECU for testing. Good luck.

Then the problem was not fixed. Getting this code involves a whole series of checks and measurements and procedures. Changing the sensor is but only one of those items but not necessarily THE solution.
