The question is why were those things replaced/painted/written on. You need to find out the vehicle history. I wouldn't pay more than $8500 for that car in it's current condition. I might pay $10.5k if it had a new top and the manifold didn't have writing on it.

It is a 2006 GPW with red interior. It has 19xxx KM and everything looks like new. Softtop is in excellent condition with 3M installed on bumper/fender/hood/side mirrors. Everything is stock with no aftermarket parts. Full service record from dealership.

I tried to check out that same car before I picked mine up. Glad I didn't make the drive out there knowing all of this. It took the seller over a week to get back to me with more pictures and info and I ended up finding my current car in the meantime.
Thats a ridiculous price for the mileage and condition. The engine has been replaced with one from a recycler. Assuming the engine has less miles than the car, and the body is all original, I'd say maybe 8k. You'll be into it for 10 after making it right (new top, seat covers, some other little things).
