It happened on both sides under very heavy loading with lots of counter steering. The first was with me almost loosing it in a 60 MPH sweeper. The outside edge of the fender got pulled out some and the tab shaved the tire. The other side was done the same way when my co-driver spun in the other direction on another curve.

My take would be that modifying the splash shield could include changing the method of fastening it to the fender.
I have been using zip ties now that I rolled my fender lips up and out of the way. I have the clips so I can just climb in there if need be and put the clip back in even though it won't be holding anything.

I'm not sure how you got that from what I wrote. I think that changing fasteners (using zip ties instead of plastic rivets) is part of modifying the fender liner to work with a rolled fender lip. Meaning it ought to be allowed.

Yeah 750# and comptech bar set at about 200% stiffer than stock (middle hole).
