A while back the topic of tire insulators came up, so I wrote to the SEB to get clarification. Below are the questions (letter sent) and the response which came today. Also note the caveat in the response, see text in italics.
LETTER SENT
"Title: Clarification for Tire Insulator Use in Grid
Category: Street Touring
Class: STR
Car: Honda S2000
Request: I have recently heard debate regarding use of tire insulators in grid and need clarification on what is acceptable at national tour and national championship events. Please see questions below.
1. Are tire insulators (passive) allowed to be used in grid between runs at solo national tours or national championship events? [YES] These typically come in the form of insulated tire bags, tire covers made from silver bubble wrap insulation, or a fence that goes all the way around the car made from silver bubble wrap insulation.
2. Can the engine be left running while in grid in the case of individual tire insulators (insulated tire bags or tire covers made from silver bubble wrap insulation)? [YES]
3. Is it permitted to use a wrap around fence if the engine is NOT running in grid? [YES]
4. Is it permitted to use a fence with the engine running in grid? [NO]
Thanks,Rob
letter number #4116"
RESPONSE FROM SEB
"The answers to your question, in order are yes, yes, yes, and no. Running an engine while the car is wrapped by a skirt is considered active heating and could be dangerous if carbon monoxide built up in the vehicle. The first three situations you asked about are not considered active heating.
I have copied the first two paragraphs from Appendix F of the Solo Rules to remind you that clarifications from the SEB are not binding on a protest committee.
Whenever a competitor remains unsure of the legality of certain configurations after studying the rules carefully, he/she is encouraged to obtain a clarification by writing the SEB. The SEB will attempt to respond
as soon as possible. If events require a deadline for a response, the SEB will attempt to accommodate that deadline.
The requesting member must be aware that clarifications are general statements of principle offered in good faith and are designed to clarify intent, but they do not afford specific cars permanent protection from subsequent protest and disqualification. Nor are the responses from the SEB inviolable instructions to protest committees. This is because in most cases the SEB is responding to a specific or limited question and operating only on information supplied by the interested party which cannot be guaranteed by the SEB to be complete. Photos and descriptions provided for the SEB’s consideration may not be clear or may not portray the information in the full light of issues of information that may subsequently be considered by a protesting party. Due to the volume of mail, the SEB cannot research each item for the competitor. Even if it could, it could not assure that new information would not be forthcoming at a future date.
Thanks for your letter.

Hey guys,
I am planning on attending the SD Tour, and I was wondering if anyone wanted to swap co-drives (you can co-drive with me at SD, and I can co-drive with you at a National event). If you're interested, please PM me, thanks.

Thankfully my co-driver put a heroic amount of heat into the tires on his first run after going off-course early
